Ha, ha, ha.
Yep, the old-timers called it a "Freeze plug" in that if the water freezes in
the winter the ice will push the plug out, saving the block from cracking....if
you're lucky.
The more usual name is "Core plug" in that the holes are to let out the broken
up pieces of the sand "core" used in the casting process to form the water
passages.
I've never heard "Welch plug" in the US. Perhaps named for the inventor?
