A couple of years ago when I was researching doing my own wire wheel
rebuild (I ended up having it done by British Wire Wheel), I visited
Zenith Wire Wheel in Campbell, CA.  There were quite a few wheels being
worked on and I got a chance to look some of them over.  I noticed that
Zenith used a clear (probably silicone) layer instead of a rubber strip
to cover spoke ends.

I suspect paint stripper would work well too if you plan to re-paint
anyway.  Sure worked well to remove undercoating from my gas tank.
