"Recce" is Reconnaisance.  I'm not exactly sure what a "recce car" is though; 
I suspect either they use a recce car to reconnoiter the course before the 
event; I.e. drive over the course, taking notes and watching for the best 
lines, hazards, especially sharp or blind turns and so on.
