Germany has a tax system to discourage importation of cars.  If you
bring a car into the country to either keep or sell, you must pay a
large percentage of the declared value of the car, like 40% or
something.  Declaring a lowball value is easily prevented, as they
retain the right to BUY the car for the declared value and resell it
themselves.  This applies to all cars, new or old.

My understanding is that you would be best off in England.  The
left-hand drive is apparently not a problem, and the Brits have the
greatest appreciation for their own cars.
