I have an '80 B which, until recently, had the ZS carb. The fast idle
is controlled by a fast idle cam which sits _inside_ of the choke housing.
There is a pin which runs vertically through a hole in the bottom of the
choke housing and rests on the fast idle stop portion of the throttle lever.
There are separate adjustments for fast (cold) idle and warm idle, two
separate screws. Both the Bentley and Haynes manuals have a good step
by step procedure for adjusting the automatic choke setup.
When going through the procedure, pay attention to whether the fast idle
pin is free to move up and down.

This lever controls the fresh air vent. You pull it back towards the
rear of the car to open the vent and push it forward to close the vent.
If you have it in what appears to be the fully closed position and
you still feel a draft on your feet, it is probably still open just a bit.
Poke your head under the dashboard and check. On my B I sometimes have
to coax is shut by pushing on the damper itself.
