Yes, it works.
Here in the Portland metro area we have to go through smog every two
years until the car is 20 years old. Twice I have gotten my car
through the check after it failed by doing the following;
Run the car low on gas, less than 1/8th tank.
Buy a fifth of Everclear 190 proof from Liquor store and pour it
in the tank. Drive around until it's mixed in well.
Go through smog test.
Immediately go fill tank to dilute mixture.
I haven't had to mess with timing or carbs, it was great.
I'm not sure how borderline the car can be, it has worked for me.
Although I've had a couple of other people who have tried it and
it didn't work for them. Probably depends on what part of the
test is failing.
