I sent an e-mail about the bill to Fred Fann, of the Car Club Council of 
Central Virginia.  Here is his response, which gave some insight into 
the situation:

Hi,
I knew a bill of this type was coming. We have been trying to get DMV to 
work on the misuse of antique tags. Instead they want legislation. It is 
my opinion that legislation will not work since the enforcement will be 
left up to the police. The truth is that there was never any way to 
enforce the 250 mile limit and the police will not be able to enforce 
the 50 mile limit. Right now the police are not doing anything to stop 
the misuse of antique plates on commercial vehicles and vehicles used as 
daily drivers so I don't think this bill will have any real effect on 
anything. DMV refuses to tell people the rules on antique tags! DMV 
keeps issuing antique tags for the wrong purposes!
What brought this about was a number of newspaper articles on the misuse 
of antique tags.
The council presidents are going to review this and other bills and then 
decide what action to take.
