I wrote an article on this is a Brickline from a couple of years ago. The
headlights default open if there is a vacuum leak on the switching leg of
the system -- that is the leg that goes to the switch. Of course, the
problem might be as simple as the under dash emergency switch being
accidentally thrown. Kim
