If you are referring to the passenger side near the starter solenoid,
according to my B shop manual, an extension of some sort was suppose to go
there. Allowing jump starting/battery charging access, via the solenoid. The
original hydraulic doors tended to kill the battery
 My car does not nor ever had it, for that matter. I have not seen a B with
it, I don't think it made it to production.
