safety latch??

hello again, i just had my seats out to install some insulation under 
the carpet and i found wrapped in plastic an SV-1 safety latch. what is 
this for and where is it supposed to go. it looks as if it clips on 
somewhere but i can't find any obvious place to put it. does anyone know 
where this goes? it's about 2"x4" black plastic/white letters. also does 
any one have a shop manual for a '75 for sale? any more info on the 
brick meet in ca this october?  thanks for your support.
