To me, the word "properly" does not imply a minimum amount. It means
whatever is appropriate, and can include none at all.
If Dennis' exhaust meets the region's sound requirement, then it is
properly muffled, regardless of the configuration of his exhaust
system. If you disagree, then I suggest that you write to the SEB
(seb@scca.com) for a clarification.
