It will be possible to increase the hardness of tires to improve
mileage. In fact you can make them so hard they would probably require a
hardness number somewhere north of 1000.
The fuel-saving benefit will be countered by the crashes among the
populace who will find their vehicle braking distances have also increased
significantly. Thus look for more banged up sheet metal especially during
any situation where there is water on road surfaces.
This deal looks like an entreprenuerial pitch for state tax money
similar to the tobacco tax money giveaway. Oh, and the recycled oil pitch.
Both worthy causes generate large incomes for the hired ad agencies and
their supporters.
