New sanction and insurance fees for 2005

Looks like sanction fees go up $1 per entry or $0.50 if you submit results with 
name and address of non-members; and insurance fees go up $1 per entry with no 
cap on the number of entries. Minimum for insurance is $90.

That would be a $10-13,000 hit for SFR on the year assuming another 4750 
entries over 22 events.
