It's time to read the rule book. I haven't read the stock part lately but
there was a time when blueprinting was allowed. Blue printing is when you
bring the stock parts into absolutue stock dimensions.

        Just installing fresh rings and bearings will increase the HP. And
so will removing the head and grinding the valves again a few miles--say
50--after the rebuild. The Mark Donohue book --The Unfair Advantage"--gets
into this in specific detail.
