SCCA/PCA specs for rollbar attachment?

Hi. An acquaintance is considering a specific rollbar for his car, and 
the mounting hardware looks to me as barely suitable for a bicycle
carrier. He claims the vendor says it's SCCA and PCA approved. Can
anyone send me the relevant spec and/or comment on the bar? I will
send a jpg of the bar and attachments to anyone who wants to comment.
