One way that would be hard to catch would be to regap the plugs to a very
small gap, say around 0.005 inches.
This will make the spark duration very short and idle ignition very
inefficient. Should spew hydrocarbons like crazy and is more elegant
than just breaking a plug wire.
Another way would be to just add some oil (try around 5-10%) to the gas tank
and watch the HC emissions peg. The smoke would be very entertaining. The
shop would probably not even want to stick their sniffer up the pipe for
fear of fouling it.

a friend has asked me if there is a way to make sure her car does not pass
the smog test. it is an 82 accord and required a repair to pass last time.
i wasnt sure if the shop is required to make repairs for a car to pass.
