street tire class

I didn't see what exactly the street tire class was on the web site. 
I'm sure this is a regional class.  Is it basically the same as stock
with non-r tires?  Anything more would put the car in street touring or
street mod it seems.  Anyway, I'll run the Neon tomorrow in street tire
and see how it goes.  Thanks.
