You're reading it incorrectly. The proposed rule change _adds_ an
allowance, but it does not take away anything that is already
there.

The current SP allowances do _not_ allow one to correct all of
the suspension problems present in every car. Some cars'
suspensions cannot be made to work well within the current
limitations imposed by the SP rules.

That will still be the case with the added allowance.
Additionally, it will then be possible for people with camber
problems to add shims or use eccentric bushings in locations
currently not allowed in order to compensate for situations like
excess camber that resulted from lowering the car. Actually, I
don't believe the additional allowance will be enough to fix the
real problem suspensions (mostly strut types), but it is a step
in the right direction.

No, it won't. IF you use the additional allowances, you can only
use them to _recover_ factory alignment specs (e.g., in a lowered
car), not to add range of adjustment outside of the
factory-specified window. The allowances in 14.8 (and the Stock
allowances, which include factory-specified camber bolts) can
still be used to achieve any desired alignment settings.

Nope. Read the suspension section (14.8) of the SP rules. That
won't be changing.
