Florida makes autocrossing illegal?

Dear Team.Net-

I don't mean to "Spam" the entire list with this, but those of you in
Florida and the Southeast might want to check this out.  The bill that
Sergio ("Rack-And") Pinon wrote to me about is for real.  It's intent, I'm
sure is to cut down on illegal street races.  The problem is that the
wording is vague enough to confuse a LOT of people with regards to folks
like us using parking lots for our events.

The person sponsoring it is Rafael "Ralph" Arza, in the Florida House of
Reps.  I think it's worth a moment to check this out, and if it affects
you, call/email Mr. Garza.  I've already called his office and (of course)
spoken to an aide that promised to give him the message.

Fellow autoxers:

     It has come to my attention that there is a bill being proposed whose
language is so vague that it could very easily be interpreted to mean that
autocrossing is illegal.  What can we do to assure that our sport does not
get caught up in the confusion that such a bill can/will create.
Especially
when it comes to finding future sites.  As the club located in Tallahassee,
we should head up team that will help assure that we are not affected by
this bill (I'll have some copies of this bill at tonight's meeting).
Perhaps letting them know who we are and what we do so that we can be added
as an exception to the rule?

Here's the part that sounds scary:

"No person shall drive any vehicle in any race, speed competition or
contest, drag race or acceleration contest, test of physical endurance,
exhibition of speed or acceleration, or for the purpose of making a speed
record on any highway, roadway, or parking lot. A violation of this
paragraph constitutes a misdemeanor of the first degree, punishable as
provided in s. 775.082 Any person who violates this paragraph shall pay a
fine of not less than $250 nor more than $750, and the department shall
revoke the driver license of a person so convicted for up to 1 year."
