My impression has always been, whether right or wrong, that the book is
required because at some time one of us had cited not having a rule book as
a reason for not knowing about an illegality. The quickest and surest way
to solve that problem is to require that everyone have one. No "I didn't
hear about that latest rule change" stories. I've never thought of it as a
revenue project...they could be sure doing much more profitable things than
trying to make a buck on rule books!
