I'm guessing that if you somehow ran ducting from the radiator into the
wheelwells, and hooked up a fan on each duct, that it wouold be ok,
since it's always on, and it's part of the cooling system... but I
think the price you would pay in heating up your brakes would offset
any advantage you would see by having the tires warm when you begin
your run.
