I thought to help clear up this debate a little I would go to the source and 
Email Howard Duncan about the Harness bar rule change. I have posted my 
question and his reply below.

Howard,

In the 2001 Solo II rule book the wording of the rule regarding harness bars 
was changed to remove the word "telescoping". I believe the exact line is 13.2.H

Anyway, my question is does this change now allow the use of a solid bar? I own 
a Stable energies harness bar that I purchased from I/O port. I currently use 
for it track events. The part is a solid straight bar with threaded "ears" on 
each end that bolt to the stock seat belt mounts. 

Would this be considered illegal?
