help, 13x7 wheels for CRX, offset etc?

I'm beginning a search for 13x7 wheels for my CSP CRX.  There are a few things 
I need to find out and I was wondering if anyone had any suggestions.
1.  What offset should I look for?
2.  Can I, or how can I avoid tire rub without flaring the fender?
3.  What tire sizes/manufacturers are a best fit (I'm thinking Kumho 205x55's)
4.  Where can I find 'em cheap!?
