Pit Bike/Scooter/etc.

Does anyone know the ruling for National events on what size the wheels on a
Pit Bike/Scooter?  I know their was a minimum to keep people off of
skateboards, in-line skates, push scooters, etc.
I'm looking into one of these electric or gas powered stand up scooters,
would these be a problem?  Who would I contact about this ruling?
