Yes, but...

They are designed to dissipate heat that builds up INSIDE the tire. The
dissipation is accomplished through thin sidewalls (a reason slicks are
notorious leakers)

Where you want to KEEP heat is in the tread. This is not the area where
dissipation is designed into the tire. The tread should retain heat.
Sometimes too much. Saw CP drivers waterspraying their tires between runs to
cool them!

--Rocky (never had to waterspray MY tires! A benefit of having no power :-)
