Let me tell you the details of the HS protest and penalty against Russ
Blume, because I can't stand to see people just guessing.
The original protest was for several items, most of which were fine. The
one item on the original protest that was not fine was the ignition timing,
but instead of it being advanced as the protestor expected, it was retarded
(2 degrees out of spec, which is 20 +/- 2).
However, during the inspection of various items, the protest committee found
a disconnected vacuum line responsible for controlling some aspects of the
EGR valve, and determined that this could be a performance advantage.
These two illegal items were the items discussed when coming up with the 1
second penalty.
