I'm assuming the specs on the Subaru web site are for the 2000 model...

"Full-time AWD system automatically distributes power between front and 
rear wheels based on traction needs. Manual transmission models have a 
viscous-coupling locking center differential. Automatic transmission models 
have an electronically managed continuously variable transfer clutch. 2.5 
RS Models have a viscous limited-slip rear differential."

So the manual transmission uses a viscous center and viscous rear 
diff.  That would be legal in STS/STR.

The auto trans uses an electronic locking center diff so it's not legal.
