I believe both fans operate through a common 15-amp fuse -- that would be
the first thing I check.  

The fans are controlled by a temperature sensor which screws into the
engine block next to the thermostat (at least, it does on later Civics and
on the Prelude) -- if this died, the fans may not run.

An outside possibility is the electrical ground for the fan circuit has
gone bad.  It's not British, but it does have 190k on the clock....
