I think you're referring to the "..substitution of clutch and brake
hydraulic lines with solid metal or braided metal.." that's not even in
the brakes section of the rules. That allowance, along with several
others which had been in effect for Stock Category - port matching,
engine balancing, replacement steering wheels, any size battery, maybe
some others - was changed in the early '90s. There was a gradual
phase-in of the changes in engine allowances, and for a time cars prior
to 92 models were grandfathered with the old allowances. In 92 or 93
(IIRC), the engine allowances were eliminated for all cars, but the
brake line and steering wheel "grandfather" wording remained. Don't know
why, but it would hardly seem to matter.
