Aside from the issue of legality (which I don't think it is) this is
NOT a good idea from a performance point of view. It would restrict the
air flow of the 1800 head by shrouding the valves. Sleeves are also
pretty pricey. Buy a 1600 engine and do the swap. That way you've got
parts that are all happy with each other. A complete 1600 engine can
probably be had for what it would cost for the sleeving operation and
the needed rebuild.
