I can't speak for those folks, but shocks in general wear out seals AND
oil (it breaks down, so that the viscosity changes or its viscosity vs.
heat curve changes).  Potentially, if we're talking about super high
damping, the oil orifices could wear, or shims could fatigue in a shim
stack setup.

With the frequency of rebuilds though, I'd sooner guess that they were
changing valving or running so much damping that they were blowing seals.
