I agree with that part. Don't know what to do about the cost part though 
other than have specific class (or few classes designed for that.) I wish 
they would do the same with some cars that formerly were nationally 
competitive and no longer are because they left them in the same class 
with newer more competitive models.

That part is true too. Only problem could be if their are always expensive 
trailblazers leading the class making it impossible to recoup those 
benefits at the national level.
