That would do just fine, since the STU rules call out windshield, lights,
wipers, etc separately.   After all, many states don't demand to see the car
before issuing a tag -- they're taking your word that it's "streetable."
(And should you really *take* the TR out on the street, I'm certain that one
of Virginia's finest tax collectors would advise you on compliance --
they're like mold on old bread up here....)

It does, it will, and it might.  Like I said earlier, the tags are largely a
psychological thing, but an important one, I think.  Given the other
requirements called out in the rules, though, I think the primary impact is
in the area of emissions, which we've all agreed is next to impossible to
solve.  And like I also said earlier, the differences will be largely
transparent at the local level.  If this goes higher, there will be creative
solutions.
