Emphatically, and without question, YES!!!  Street Touring is intended
for street driven cars, for those of us who like to hop up our daily
drivers (or Sunday cruisers).  If someone wants to build a trailer
queen... they can do that to SP, P or even Mod rules.  To drop the 
licensing requirement undermines the intent of the class.

People who live in emissions-tight states will just have to try harder.
 
Perhaps some sort of extra allowance could be made for those who have to
pass a smog inspection vs. those who don't?  An equalizer of some sort.

There are a lot of cars like that on the street.
