The only real procedure is to write to the Solo Events Board at:

They will pass the letter on to the appropriate advisory committee for
consideration.
The points you brought up are good to mention. Consider that your car may
have more potential when prepared to the maximum extent of the rules (which
you may or may not have reached), so you have to be familiar with those
rules and how they relate to your car. This is obvious in SP
classifications, but I think it's pertinent for Stock, too. You should also
try to show why your proposed solution is a good one, and consider potential
objections.
At this point, you might even finish the letter. Seriously, this won't take
more than 2-3 pages. I wrote a couple of letters like this about five years
back -- I have no idea whether they tipped a balance anywhere, but the
current makeup of G Stock is close to what I was proposing, so I felt
rewarded!
And don't hold out -- what car is it (so we can beat another thread to
death)?
