One of my friends has a mildly modified 92 Mustang that passed IM-240 last
year with no cats, so it can be done.  I don't know about the expertise of
the operators of the equipment, but all they do is run emissions tests, so
hopefully they know how to operate it properly.

That said, I don't believe my 92 Mustang has a chance at IM-240 without
cats.  Heck, I'll be happy if it passes with them considering all the mods
(350+ HP) & mileage (170k).
