I've had the same issue with the booster, but it as the bypass valves (in the
side of the unit which were sticking, and causing the booster to stay on when
the brakes were not applied.
To test for this, just remove the vacuum tube and plug it, and try without
the booster. The brakes will work fine, but will obviously need more leg power
to apply.
I've also suffered the deteriorated inner of the brake hoses, and cured this
with new braided hoses, which are definitely to be recommended.
