The Global Mobile System GMS, used globally (not in the States, of
course) has a emergency call system. And without GPRS you can be located
very accurately by the signal of your mobile, when it can be scanned
fron 2 or 3 network stations.
Simulate all possible emergency situations in your mind. Me and my
family could escape hitting a heard of Cottontail (?) deers at night --
the car was Citroen 2CV, a single hit would have been fatal...
