Yes, our roads are very clean. In my opinion they are clean in whole western
Europe (tough, I could pass only by luck a rolling cola can on the Alps, it
was 1988 at Hochalpenstrasse, 2626 meters over sea level. The problem was that
I had no Alpine then, we were riding an 1960 AJS motorcycle). Roads and
streets are clean of debris specially in Scandinavia. Teachers tell us in
school every day during 10 years: "Do not litter!! Recycle all, even your
ideas!!"

On long trips past, I've carried a spare inner tube, some tyre levers, and a
small compressor, in place of the spare wheel, which came in useful on at
least one occasion.
All the above, plus a number of other spares tools etc. fits into the well
for the spare on the SIII onwards.
As to no flats in 14 years, all I can say is that you must have pretty clean
roads in Finland, as opposed to the huge amount of debris and junk that gets
discarded on the roads here in the UK.
