Lauri. There are several possibilities here......

1. Check the E to earth connection at regulator and engine to chassis.
A poor earth will increase the generator voltage .

2. The voltage regulating points open and shut perhaps 30 or 40 times a
second, but they must not open or break the field circuit.
To do this across these points is a shunt resistor which allows the field
current to drop and lower output voltage.
If the resistor is open circuit the points burn up quick.
It's found underneath everything.

3. The cut-out points usually burn if the system is subject to a short
circuit when charging.
One quick way to achieve this is to start up with a newly installed
generator with opposite polarity to the battery.
Always flash the field momentarily to polarise a generator but not by
pushing down the cut-out.
Use a wire or the handles of pliers etc to jumper A to F.
