Damper Ring Question

When replacing the timing cover, what is the assembly order for the pieces
on the crankshaft?  I am having difficulty figuring out how the rubber
damper ring fits.  I thought there was a lip on the timing cover that mated
with the groove on the outside of the damper ring, however, my timing cover
does not have a lip.
