See if your local rental center has a FEIN detail sander. In addition to sanding
heads, you can attach mini circular saw metal cutting blades that vibrate (like
the type used to off plaster casts) rather than rotate. If the welds are not too
deep, you can plung cut into the valance seam without damaging the adjacent
