I've often used a length of threaded rod and stacks of large washers
to pull bushings into place as the nuts are tightened. You don't have
to use a rod that goes all the way through both bushings, a bolt of
the appropriate length can work on one at a time.
Lubrication helps a lot. I've used WD-40, white lithium grease,
emulsified hand cleaner ( not the kind with pumice or other grit! )
and Girling rubber grease at one time or another.
