Exactly. I think the early cars, or perhaps the early PI cars, had the
commission plate riveted there

I found the same holes when I redid my engine bay. I welded them up along with
a zillion other holes left over from previous projects.

I just removed the emissions sticker from the top of the left front inner
fender and noticed two holes that must be original.
Are these holes for the commission number plate for European models?
I plan to fill the holes with a touch of bronze and sand them down smooth
before the engine bay is painted.
