16" Panasports - Where to buy?

I'm about ready to get some 16" Panasports for my car and am curious of
where to get the best price.  I've read where someone bought them from Tire
Rack but I don't remember the specifics.

 

Also, what are the specs on the rims, such as offset and stuff?
