Steel Wheel Restoration

Hi All-

A few questions regarding steel wheel restoration:

1.) What is the best way to strip these wheels?
2.) The Moss catalog has a scary section on these wheels suggesting they are 
prone to cracking and should be magni-fluxed. Opinions?
3.) Once stripped, should these be primed? What primer?  Other treatments?
4.) What paint should be applied?
