Walt---The voltage stabilizer is screwed to the back of the speedometer. You can access it from up behind the dash, or if large mitts prohibits this, just remove the speedo from the front of the dash and te stabilizer should come far enough forward. to get to the screw(s). Take a look at the "green wire" fuse hat controls all of the functions you mentioned.
