Electrical Wiring

I recently took my dash apart, first to fix a wiring problem with my heater
fan, now it's a replacement of parts mission!  I have noticed a lot of wires
have been tied off, almost like it was from the factory that way?  Is this
true?  For example, in one section there are a lot of red and white wires
all bundled together.  It looks as if they were spliced together at this
point.  Is this factory or DPO?
