The date on the commission plate is Apr 1-1968....and reads..."THIS VEHICLE 
COMPLIES WITH ALL U.S. FEDERAL SAFETY STANDARDS APPLICABLE ON APR 1 - 1968" You 
are correct...it has nothing to do with the construction date.
