Vance, I once used an autobody slide hammer for this job. Just punch a small hole in the center of the plug (steel nail works) and screw in the threaded hammer tip. You could drill the hole but cuttings might get in the block, something you would rather avoid. As stubborn as a galley plug may be a little extra leverage couldn't hurt. Try slipping a length of small diameter steel pipe over the end of your allen wrench. Or better yet, an allen head socket on a breaker bar or a torque wrench after an overnight soaking of penetrant..
